PAR Energy Solutions LLC is a consulting firm specializing in strategic policy and regulatory assistance to law firms, energy companies, trade associations, foundations, investor owned and cooperative utilities, renewable energy tracking and trading systems and energy storage advocacy groups. PAR Energy also provides mediation and facilitation services related to energy issues to these and other entities.
Phyllis served as a Commissioner on the Minnesota Public Utilities Commission from 2001-2013, and led its efforts to implement the Renewable Energy Resource Standards and the Energy Efficiency Resource Standards. She helped found the Midwest Renewable Energy Tracking and Trading System (M-RETS), and was a leader in establishing the Smart Grid Quarterly Workshops at the Commission.
As a national leader, she co-chaired the FERC-NARUC Collaborative on Demand Response for 6 years, was a member of the DOE-EPA State Energy Efficiency Action Plan Leadership Group, and co-chaired the Customer Information and Behavior Workgroup of the SEE Action Network. She previously served as President of the Mid-American Regulatory Conference and was Chair of the Energy Resources and Environment Committee of the National Association of Regulatory Commissioners. She served on the U.S. Department of Energy's Electricity Advisory Committee and serves on the Grid Modernization Index Advisory Committee of the GridWise Alliance.
Phyllis is a graduate of the University of Minnesota and holds a J.D. from the University of Minnesota Law School.
